Motorcycle tire/fender clearance

I am asking on the behalf of a friend. He's got a homemade front fender, now he can't get the same 17" street tire profile and the new tires are the same width but slightly taller. He's going against a 120 mph record and I am worried it's too little play to the tire crown. Is there a rule or what's the smallest tire/fender play allowed to get thru BUB scrutiny?

tried a 60 series tire, ?? salt build up may be more of a problem than tech inspection

Yes, salt buildup and tire growth is what I am concerned about and questioned if there is a rule or minimum recommendation at the scrutiny.
I got numbers of 1/2" and 3/4" To me that sounds awful small, but I have no experience.
It's not my bike and the same tire size wasn't available for some reason.

I tried to move this topic to the perhaps more appropriate "BUB rules question" but ended up with a duplicate, sorry for that.
