Seat/tailpiece ground clearance

From the 2009 SCTA rulebook, I find the following description of partial streamlining for an A class partially streamlined tailpiece:   Regarding the so-called seat/tail section "no part of the seat/tail section may be closer than 4" from the ground..."    The question is, where does the 4" measurement start?  My belly pan is only 1-1/2" inches from the ground, and we would like to make this continue to the back of the seat/tail section, but where must it be 4" from the ground?  At the rear extremity, or at the rear axle, or where?

If you attach the belly pan to the tail piece it all has to be 4" from the ground. Keep them unattached and your belly pan is good. No part of the tail piece can be less than 4" from the ground.

I have a 2011 Loring Timing Association rulebook, which sites the SCTA in regards to the rule to which I am referring, and has the exact wording as the SCTA 2009 rulebook.  Perhaps you could enlighten me as to any specific change in the SCTA rulebook, which might give me a hint to what I should do.
I will order a new rulebook.  I have not yet made it out to an SCTA event, due to scheduling problems with living 3000 miles away, but I would certainly love to do so.

I just read the 2011 rulebook. As far as I can tell no change in the APS tail rule.

The ECTA has also adopted the SCTA ruling on this subject verbatim for 2012.
