Seems the wording changed from two years ago. What is the reason?

Not trying to start something, just curious.
Ride fast, safety last.

I am glad they have rule 5F. About 2 years ago they were making folks take their  stock fenders off, saying they were too stremalined, and it was causing lots of issues!!
