I think the email said to let Tim know what you wanted to do. I cant access my email from this computer to check, but  I think thats what it said

I think Tims email said he would be getting back to the racers with any options.

Has any decision been made on what options will be offered to racers who paid their entry fees in advance for the canceled spring event?

  Maybe not to many people paid in advance still waiting to hear whats going on with the advance payments.

I'm sure everyone is going to get their money, their record certificates from wherever and whatnot.  no need to call out the National Guard just yet.
