zx-14 timing...subthrottle butterflies

does the timing on the zx-14 retard itself when the clutch lever is pulled in?....i have eliminated the starter lockout switch and had the bike so it would start in gear...was told i need to have it so it will start in neutral only...is there any advantage to removing the sub-throttle butterflies?
