Get or make a bung out of Ti, TIG weld it in, making sure to argon backfill the inside of the header and argon blanket the welding area or you will oxygen/hydrogen contaminate the weld and make it brittle as all get out. Keep the argon protection on till the weld cools to silver color at the least, tho I'd go longer as to not make that high dollar Ti header worthless.
