The front brake levers appear to be in the same position as in the still photo of the bike, so I'll guess that the brakes are able to withstand the speed.  Now -- if you meant trying to stop the bike from speed -- oh, that's another question.

It's only "half" a Norton one might say, as only frame and gearbox are 'Norton'. Not the engine.
The engine is described as a 1150cc JAP Mk. II. CLICK
The frame is described as a Manx (Featherbed),
so it could be anything from early fifties to early sixties
or it could be brand new, as they are re-manufactured these days.
The gearbox is a 1950.

Ah, yes.....the Manx Featherbed frame, could well be one of the "new" frames made by Bakker Frames in the Netherlands......................................

I found their site and didn't see any Nortons, but saw some interesting custom work.
