John, Rule changes are made via a form on the SCTA website. The deadline is/was Sept. 1st every year. It was pushed back to Sept. 8th this year because the SCTA website was not working for a week.
You can submit a rule change at anytime, so if you have something to be considered submit it now & it will be included in the 2019 rules revisions. Better early than late!
